Biographical Information

Scott Powell is a proven leader with expertise in corporate governance, engineering, technical management, and executive leadership. Over his career in the energy industry, he managed projects with capital budgets up to $750 million, consistently delivering “On Time and On Budget” results. His approach emphasizes transparent communication, rigorous project scope management, budget forecasting, and financial and regulatory compliance. He understands the numbers, personnel and the technology.

Scott retired as a Division Vice President of a Fortune 500 company, where he had full profit and loss responsibilities. Under his leadership, the division expanded from one employee to over 1,000 employees and contract personnel, generating over $1 billion in annual revenue.

Education & Professional Development

A native Texan, Scott graduated from The Texas A&M Maritime Academy at Texas A&M University in Galveston. He was a member of the Texas A&M Corps of Cadets while earning degrees in Marine Engineering and Business Administration. He later earned a Master’s Degree in Industrial Safety from The University of Houston.

Scott holds a United States Coast Guard Master Mariner’s License and has completed professional development courses at:

  • University of St. Thomas – International Trade and Finance
  • Massachusetts Maritime Academy – Environmental Management
  • Villanova School of Law – Government Contracts

Professional Experience

Early in his career, Scott sailed tankers around the world before transitioning into corporate leadership. His combined expertise in engineering, business, and management positioned him to successfully interface with major energy company clients and government entities at local, state, and federal levels.

Scott has worked with mayors, governors, members of Congress, and political appointees, ensuring the success of multi-million dollar projects. His extensive project experience includes:

  • Managing operations in challenging environments worldwide, including:
  • Onshore and offshore well control incidents
  • Hurricane disaster responses in the Gulf of Mexico
  • Infrastructure development on Alaska’s North Slope
  • Exploration and production support in the Arctic
  • Leading contract negotiations, developing auditable procedures for business governance, and implementing strong health, safety, security, and environmental programs
  • Conducting risk assessments and post-project reviews to ensure knowledge transfer and continuous safety improvements
  • Conducting post-9/11 facility threat and security reviews, assisting in the development of pipeline and power infrastructure security protocols

Scott and his wife, Lisa, have been PEC members for 14 years and reside in Horseshoe Bay, Texas.
